Refresh on dashboard is illogical

Description
A user pointed out that rarely would you go back to the Actions dashboard to refresh the page you're in - would be easier to just have a refresh option on each view in the Panorama. I agree.
Removing the tile and replacing it with a direct link to upload Media could work.

The refresh button on the home screen has been removed now that the list boxes can be refreshed.

this is related to what's going on with #4. The patch file that's attached to the ticket has the refresh button removed with the new functionality of the list boxes.
